Colorado and Taiwan Sign Economic Partnership Agreement Focused on Quantum, Semiconductors and Emerging Technologies

Colorado and Taiwan have established an economic partnership agreement that is intended to boost opportunities for both partners in critical and emerging technologies.

Gov. Jared Polis and Debby Huang, director general of the Taipei Economic and Cultural Office, signed the agreement Feb. 3. It will focus on technologies such as quantum, photonics, precision agriculture and semiconductors.

Under the agreement, Colorado and Taiwan will exchange information, encourage business delegations to visit each region, assist businesses interested in exploring expansion opportunities and promote collaboration on research and development, workforce development and supply chain diversification.

The trade relationship is valued at nearly $1 billion annually, according to a Feb. 3 release from the governor’s office.

The agreement grew out of an investment mission to Taiwan in 2024 led by Lt. Gov. Dianne Primavera.

“Taiwan is a strong Colorado partner that supports our agriculture sector and shares our commitment to developing the technologies of tomorrow,” Primavera says. “Growing our relationship represents an opportunity to boost investment into our state.”
