How Pueblo’s Historic Riverwalk Became a $285 Million Tourism Engine

    0
By Tiffany Lancaster on April 13, 2026 Infrastructure & Growth

The Historic Arkansas Riverwalk of Pueblo (HARP) has evolved into far more than a scenic amenity. It is now a central driver of economic activity and downtown revitalization. Spanning 32 acres along the Arkansas River, the Riverwalk represents a long-term public investment that continues to generate measurable returns through tourism, business growth and infrastructure development.

Rooted in history, the Riverwalk project restored the Arkansas River to its original downtown path after it was diverted following the devastating 1921 flood. What was once an underutilized and neglected area has been transformed into a thriving corridor of commerce and community activity.
