    Pueblo Emerges as Defense Munitions and Propulsion Hub as Voyager Expands Pentagon-Backed Complex

    Southern Front Range positioning itself as a munitions and propulsion hub—tie to workforce pipelines at Pueblo Community College and CSU Pueblo and implications for DoD supplier clustering in Pueblo vs. Colorado Springs.
    Voyager Technologies has broken ground on a major expansion of its American Defense Complex in Pueblo, positioning the region to play a larger role in the nation’s missile defense supply chain.
     
    The project, spanning 150,000 square feet within the 16,000-acre Pueblo Plex site, responds to the Pentagon’s call for faster domestic production of tactical munitions and missile systems. The expanded facility will add more than 1,000 earth-covered magazines and ramp up manufacturing of propulsion systems, weapon components and energetic materials for the U.S. military.
     
    Company officials said the site will integrate design, assembly, and testing operations using AI-enabled supply chain systems to shorten lead times. Voyager also plans to deploy robotics and automation tools it says could boost production efficiency by as much as 90 percent.
     
    More than $39 million in federal funding will support chemical and black powder development programs at the complex, part of a broader effort to restore U.S. energetics manufacturing capacity. Pueblo contractor H.E. Whitlock is leading construction and has hired about 75 local workers for the project.
     
    Voyager co-founder and president Matt Kuta said the expansion reflects a national shift toward scaling defense industrial capacity. “We are building the capability the Pentagon is counting on to achieve peace through strength,” Kuta said in a statement.
     
    The project adds to ongoing redevelopment efforts at Pueblo Plex, formerly the Pueblo Army Depot, which was declared surplus federal property in 2013.
